For decades, the development of the Caribbean’s entrepreneurial ecosystem has been hindered by a critical lack of centralized, verifiable data. Decision-makers—from government ministries to international donors—have often had to rely on anecdotal evidence or fragmented studies that fail to capture the full regional picture. The CARIBEquity Regional Innovation Ecosystem Assessment fundamentally changes this dynamic. Commissioned by IDB Lab and delivered by MCS in partnership with Startup Genome, this report represents the most rigorous analysis of tech entrepreneurship ever conducted across the region.
Covering 15 beneficiary countries, our team employed a mixed-methods approach to overcome the region's inherent data scarcity. We utilized global secondary databases, a proprietary "Voice of the Entrepreneur" survey, and extensive qualitative interviews with founders, investors, and policymakers to triangulate the reality on the ground.
The assessment reveals that all regional ecosystems currently fall within the Activation Phase of development. This stage is characterized by limited startup experience, low startup output, and significant resource constraints. Beyond this high-level classification, the report dives deep into specific success factors. It uncovers a "profitability-first" model driven by small market sizes, identifies critical gaps in Local Connectedness where founders operate in silos due to low trust, and highlights the urgent need for Early-Stage Funding mechanisms beyond personal bootstrapping. By mapping these structural realities, Report I serves as a vital baseline, providing the empirical evidence necessary to benchmark future progress and justify targeted interventions.

While assessment provides the diagnosis, the CARIBEquity Recommendations Report delivers the cure. This document translates our data-driven findings into a pragmatic, high-impact strategic roadmap designed specifically for the unique context of Small Island Developing States (SIDS). Recognizing that Silicon Valley models cannot simply be "dropped" into the Caribbean, we utilized the Ecosystem Lifecycle Model to tailor interventions that are appropriate for "Activation" stage ecosystems.
The roadmap focuses on five strategic priorities essential for unlocking the region's potential: building the ecosystem foundation, increasing the number of startups, enhancing startup quality, increasing early-stage funding, and developing sector specialization.
Crucially, the report moves beyond high-level theory to offer concrete mechanisms. We introduce the concept of the Ecosystem Keystone Team—a dedicated body to coordinate fragmented stakeholders and foster community trust. To address the "missing middle" in finance, we propose specific funding vehicles, such as sidecar funds and co-investment schemes, to de-risk angel investment and professionalize grant distribution. Furthermore, we advocate for Sector Specialization strategies (such as AgTech, Blue Economy, and FinTech) that leverage local economic strengths to help our small markets "punch above their weight" globally. This report empowers policymakers, ESOs, and donors with the specific architectural plans needed to build a resilient, innovation-driven Caribbean economy.
Digital Transformation: Digital Growth Strategy for Caribbean HealthTech Expansion

Role: Business Development Manager
As Business Development Manager at Medial Health Ltd, a health tech startup based in St. Lucia, MCS led strategic initiatives to scale the adoption of the electronic health records (EHR) platform across the Caribbean. MCS’s role involved developing a regional go-to-market strategy, conducting market and competitor analyses, securing strategic partnerships with clinics and hospitals, and optimizing the sales pipeline. MCS also supported product development by incorporating user feedback and aligning commercial strategy with Medial’s mission to digitize healthcare delivery in emerging markets. This work contributed to measurable improvements in customer engagement, onboarding efficiency, and revenue generation potential during the company’s early growth stage.
Following the integration of Pipedrive CRM, Medial Health saw a 4x increase in customer acquisition and tripled its revenue within just six months—demonstrating the impact of streamlined sales processes and data-informed strategy

Entrepreneurial Ecosystem Study and Mapping of the Caribbean, 2022
Client/Collaboration: Master’s Thesis & Tech Beach Retreat (TBR Lab)
Role: Student Partnership with TBR LAB (Head of Research)
This project involved a comprehensive assessment and mapping of the entrepreneurial ecosystem across the wider Caribbean region, undertaken in collaboration with Tech Beach Retreat (TBR Lab). As the Head of Research, I led a dedicated team in gathering crucial data and insights to understand the regional startup landscape. Our work focused on identifying key players, emerging trends, and the unique challenges and opportunities present in four Caribbean Islands - Jamaica, Trinidad & Tobago, Barbados and The Bahamas - all with the aim of fostering innovation and driving economic growth through entrepreneurship. My responsibilities included designing and executing the research methodology, managing a team of four student research analysts for data collection and analysis, and successfully sourcing funding for the initiative. The resulting report serves as a critical, data-driven understanding of the Caribbean's innovation potential, providing instrumental insights for strategic interventions, attracting investment, and supporting the development of a more robust and interconnected entrepreneurial ecosystem throughout the region.

Landscape and Literature Review with Recommendations and Strategies to Improve the Entrepreneurial Ecosystem of Jamaica, 2022
Client/Collaboration: Inter-American Development Bank (IDB) - Boosting Innovation, Growth & Entrepreneurship Ecosystems (BIGEE Project)
Role: Prepared by Damian McIntyre, Head of Research, Tech Beach Retreat Inc.
This multi-phase project focused on strengthening Jamaica's entrepreneurial ecosystem through a comprehensive landscape and literature review. The initial phase involved an in-depth analysis to identify key strengths, weaknesses, and opportunities within the Jamaican Business Support Intermediaries (BSI) landscape, including challenges such as lack of coordination, ineffective training, and funding gaps. Following this review, strategic recommendations were developed, largely centered around the "Triple Helix Model" (academia, private sector, and public sector collaboration) to foster a more integrated and supportive environment for entrepreneurs. A crucial component of the project was the creation of a detailed visualization of the Jamaican entrepreneurial ecosystem, which serves as a powerful tool to illustrate the complex interconnections and highlight areas for targeted interventions. This project provides actionable insights and a clear roadmap for improving Jamaica's innovation capacity and driving sustainable economic growth.

Damian’s engagement with TechBeach Retreat spanned critical areas of their mission to build and connect the Caribbean's innovation ecosystem. As Head of Research, Damian was instrumental in driving data-driven insights that informed regional strategies, including comprehensive ecosystem mapping initiatives that TechBeach often leveraged in its broader efforts. Simultaneously, in his role as Accelerator Program Engagement Lead, he was deeply involved in nurturing the growth of early-stage ventures within TBR LAB's accelerator. This encompassed contributing to program design, curriculum development, mentorship, workshop facilitation, and fostering crucial connections between startups, external mentors, and investors. Damian’s work at the annual conferences involved both leveraging TBR’s research findings to enrich discussions and actively facilitating connections that enhanced the value proposition for participants, ultimately contributing to TechBeach Retreat's impact in attracting global interest and investment into the Caribbean tech landscape.
